Librarian Survey Report 2025

Open Access (OA) publishing continues to change how research is shared across the world, and academic libraries are right at the heart of this shift. This report highlights how librarians are negotiating agreements, advising researchers, and managing budgets that now increasingly include OA options.

Building on the first Librarian Survey in 2023, the 2025 survey uses the same structure to track how views and practices have evolved over two years. By comparing results across familiarity with OA models, institutional engagement, budgets, researcher requests, and future outlook, this report aims to show where OA is maturing inside libraries, where regional differences are emerging, and where publishers and institutions may need to offer stronger support to keep OA accessible, fair, and sustainable.
